Truth and Accountability
Human rights require states and other actors to refrain from committing abuses and to act to promote the enjoyment of rights. In addition, and related to those obligations, states and other actors are required to ensure accountability and full disclosure about past abuses. Only through respect for the rights to truth and accountability can societies move forward and overcome histories of repression.
